Make a long stick with a tenon cutter, a jack plane and a block plane. This is how I prefer to make long sticks for my chairs. It’s all about learning how to taper and how to reverse-taper.
I had success creating the back sticks on my last comb back using the veritas 5/8" tapered tenon cutter w/ a curved blade to create "dowel" shape above the arm, then blended the below the arm entasis with a plane as you previously described.
